Biography:

Councilman Carl (D-I), is a graduate of Christian Brothers Academy and Hudson Valley Community College .

Councilman Carl is an Applications Developer for Albany County and is in charge of designing, programming, implementing and maintaining computer systems for Albany County. From Welfare Management System (WMS), to Albany County Payroll and all ancillary duties such as processing W2 statements, year end reports and implementating salary increases. He is also in charge of maintaining and implementing the daily Information Technology needs of the Department of Social Services. Councilman Carl also served with Albany County Inspectors Unit. This unit was in charge of investigating internal and external abuse of Albany County public assistance program.

Previous to his work with Albany County, Councilman Carl worked with Nashua Industrial Tape Manufacturer as a Computer Programmer and St. Peter's Hospital as Computer Operator processing payroll, in-patient and out-patient Billing and Nursing Statistics.

Councilman Carl's duties at a Town Board Member include being part of the legislative, appropriating, governing, and policy-determining body of the Town. He assists in appoints all non-elected officers and employees of the Town. Councilman Carl also acts on the budget recommended by the Town Supervisor as well as approving budget modifications or transfers. Creates non-compensatory advisory boards and, along with the Supervisor, appoints their members.
